Statement on Entry into force of the GMO Amendment to the Aarhus Convention
The UNECE Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters – widely known as the Aarhus Convention— is a crucial treaty.
It underpins the implementation of all Multilateral Environmental Agreements, including the Convention on Biological Diversity—the CBD—and its Cartagena Protocol on Biosafety.
Today we at the Secretariat of the CBD are celebrating the entry into force of an important amendment to the Aarhus convention: “the GMO amendment”.
Adopted 20 years ago, this amendment pertains to “public participation in decisions on the deliberate release into the environment and placing on the market of genetically modified organisms”.
Congratulations to the 33 Parties to both the Aarhus Convention and the CBD that ratified the GMO amendment.*
Its entry into force and translation into national measures will bring a major boost to the implementation of the Cartagena Protocol on Biosafety.
It will also advance the implementation of the Kunming-Montreal Global Biodiversity Framework – the KMGBF: particularly Target 17 on biosafety and biotechnology and Target 22 pertaining to access to justice.
So today we are celebrating the entry into force of the GMO amendment just three months after we marked the 25th anniversary of the adoption of the Cartagena Protocol on Biosafety.
These happy occurrences bode well for a future where the potential of biotechnology can be tapped safely for the benefit of people and nature.
As for our long-standing cooperation with the Secretariat of the Aarhus Convention, I am confident that it is going from strength to strength.
